Application publishes are failing and returning an error indicating, “Internal Error. Failed to check Server state - Failed to propagate Integration Services to Runtime.”

[2017-02-14 10:49 UTC] The team has identified the issue and has produced a hotfix. The hotfix is being reviewed and tested. It will be deployed as soon as it has been verified. Application publishes should still be avoided until the hotfix has been deployed.
[2017-02-14 17:30 UTC] The hotfix has been verified and we are working to deploy it. Please continue to stand by and avoid application publishes until the deployment has been completed.
