Management Services Hotfix

Fix wrapping issue when using old libraries (android-23 (android.jar)) and apktool-2.1.1 (apktool.jar), which was not compatible with Android-25. Fix is backward compatible to support Java 1.7 in addition to 1.8.
Enterprise Store upgrade is not required in this release
